  1. Putin and the Russian government can only be stopped if they are held accountable before an international tribunal for the planning, preparation and implementation of Russia's war of conquest. An unjust peace leads to further unjust wars because the force of laws and treaties no longer has any effect, but the law of the stronger is given strength and legality. Therefore, there must be an international tribunal and the main perpetrators must be prosecuted and brought to justice.
