  5. The Trump administration apparently accuses Zelensky of defending himself against the aggressor. In the Budapest Memorandum of 1994, the Americans demanded the return of the IBCMS and promised security guarantees in return, which they did not keep. Because the Ukrainians were defending themselves, they then delivered weapons without first setting any conditions, but now they declare the victim to be the perpetrator and extort the money back for weapons.
