The visa was issued not for him to wreck havoc , incite rallies, disobey the law and ordinances of your country. Free Speech yes but with responsibility. I applied 3 times here in the Philippines for a tourist visa all denied. But held no grudge against your country. Visa application here is very expensive. What can I do if your country would not give me the privilege. Tell that guy to go home! Or go to GAZA. From there he can say anything against America or Israel.
