We here in Australia made the top 10 at the very beginning of the graphic, and I am pretty happy that we don't register on any other graph, at the scale used.

@Deepthought-42 The best thing our politicians did ( for the most part anyway ) was to realise they had no idea what they were doing and got out of the way of the professionals. Sure, there are politicians who never miss an opportunity to mess it up, but for the most part, it has worked. I now know the key doctors names, more than some of the politicians...thankfully. Edit Additionally, with a public health services in Australia, there is a fiscal incentive for the politicians to ensure as few people as possible require medical services.
