  1. That is they way you would want to encounter the Coast Guard out there. When they show up any other time, then things are already a LOT worse.

  2. As much as they dread being boarded and checked, it is the most favourable way to encounter the Coast Guard. Any other time, it would most likely be a far worse situation. You xan't have one without the other.
