  1. NASA got a fine for littering. So there is international precedent for assignment of responsibility for damages.

  2.  @Cryptospirosis  China bought all Russia's old hardware, and did what they do best...copied it. Then a little espionage and Intellectual Property theft and they are only a few steps behind. As long as someone is copying you, they will always be one step behind.
