Russia thought it was weakening Ukraine, but instead the Ukraine forces used it to train battle hardened troops. Rotation of forces meant a high number of trained and experienced troops. Russia miscalculated. They thought their proxy war weakened Ukraine, but it strengthened their forces and their resolve. Putin's proxy war in Donbas was a critical error.
