  1. From what I can tell from the outside, the armed military in a war zone won more 'hearts and minds' than the civilian police can. 1st issue - Badly trained cops need a full overhaul. 2nd issue - Highly trained, patriots returning from deployment, that have little in the way of opportunity. Trained on how to keep the peace, make it safe, while winning hearts and minds. All the while, any bad eggs have been identified. I am not an expert, but can anyone think of a way to fix these 2 issues?
