Since 2014, he has run his proxy war in eastern Ukraine. He has probably heard reports for years telling him it was going great, because no one could tell him the truth. He thought he weakened Ukraine, but instead trained their troops in armed combat, and strengthened Ukranian resolve. Years of being told bad information. That explains why he thought he would just walk in and take over the place. They couldn't tell him the truth for years - maybe the proxy war was a corruption cash cow - and now he has believed years of tiny lies that all added up.
