  1. He had not threatened anybody at this point and our laws are based upon innocent until proven guilty, not the other way around. Law enforcement couldn't anything even if they wanted to.

  2. Marissa. Our laws are based on not guilty until proven innocent, it is innocent until proven guilty. Law enforcement can't do much until a law is broken.
