It's better to have covert operations, and not need them, than to need covert operations, and not have them. It's a balancing act, complicated by excessive compartmentalization, which leads to such operations turned inward, domestically (as what many suspect led to 9/11, for example, among other negative events). Misinformation or disinformation? Misinformation is simply erroneous, and not necessarily intentionally deceptive. Disinformation, on the other hand, is deliberate. But, most of the time, it's a mishmash of both, with a bit of incontrovertible truth sprinkled in to make it all sound plausible. And, if you're really creative, you can add a little code, here and there, to keep the sheep, so to speak, in the dark. Nothing new, here. It's been going on for thousands of years.
