  1. Mormons pretty much run Utah, the police and legal system are full of them. That's why the cops handed Jodi's niece back to her after the niece bravely tried to escape herself. The ONLY reason Ruby saw consequences was because she recorded her actions and was reported by a non-mormon, basically forcing their hand. The mormon church knows all about Jodi, they love her work.
