  1. He had seven years to get the proper permit, and he neglected to do so. He was well aware he was keeping the squirrel illegally, knew what he had to do to get the permit, and simply chose not to. Same with immunization and proper husbandry. He did not provide adequate care for the squirrel, and the squirrel bit people, which is what led to the city getting involved. The squirrel then bit the investigator, and the squirrel had to be tested for infectious diseases because the way the guy kept him made it possible he could have been a public health risk. Sorry, but this is 100% on him.
