  1. Kyle, are you sure you don't mean Foreign Accent Syndrome? That's where your brain is damaged and you speak with a British accent or Chinese accent, but still speak English, although sometimes you start spouting off gibberish even though, in your head, you're making total sense.

  2. airthrow That would be my guess, as well. I highly doubt anyone afflicted would be fluent unless they'd studied it earlier and it was just lost to the recesses of their memory.
