Unfortunately a lot of it is the system itself. Bio parents are considered a higher priority than the child themself, and courts will remove s thriving child away from the foster family where they were loved, and placed back in the hands of the parents where they often revert right back to being abused. It's awful. CPS often doesn't have the authority or resources to act, as many jurisdictions require hard evidence before they're allowed to do anything, which has to be concrete. And I'm talking concrete, as in "common sense says the images on this phone are of the child's injuries, but because her face is not shown we cannot legally assume that it's the same child".

Right?? If she knows enough that the pupil dilation reflex is something to check, but not that the absence of it is a REALLY HUGE EMERGENCY. Nope. The math ain't mathing here.

@wesner326 Unfortunately, they could not say that the photos were current, or that it was that child in particular. If the images were close-ups of the injuries without the child's face, legally they cannot act as if it's a given that it's the same little girl, even if common sense says it is. Unfortunately it's not always on CPS. It's the whole system. The system is absolutely awful.

 @MiVidaBellisima That's not the case at all. There are a million instances of CPS removing kids from single moms.

It's the case with stalkers and grapists, too. The cops don't care. They will do nothing until a death occurs before they actually do their jobs. Laws are worthless if they aren't enforced.
