I would think that after close to 80 years without a major war in Europe people in Europe and around the world started taking for granted peace in Europe and found it very hard to believe that a major war in Europe was about to begin. In 2022 no European under the age of 80 could even remember a major war in Europe. As horrific as were the wars that occurred when Yugoslavia broke apart they still didn't prepare Europeans to expect another major war involving one country invading another. Though Serbia invading states that had been part of Yugoslavia to "protect ethnic Serbians" does have a similarity to Russia invading former parts of the Soviet Union ( Ukraine and Moldova) to "protect ethnic Russians. As well when a dictator is involved it can be more difficult to predict what they are going to do because they will make decisions based on their own personal fears, desires, needs and thoughts regardless of what other people want or say whereas a democratic government might be more likely to make decisions solely based on economic and political considerations. I thought that I read that a lot of Russian soldiers and even generals didn't know that Russia was about to invade Ukraine.
