All i see around me is disfunction and chaos. 42% divorce rate. 200k abortions annually. 25% of all British children now raised in single parent homes. Welcome to a godless utopia.

The council rarely object to building work if you submit planning permission. Planning permission is about giving neighbours the ability to object to intrusive or inappropriate building work before construction. Imagine someone building an extension where it intrudes into your bedroom window for example, or blocks out natural light, or natural views. The council isn't restricting your freedom by asking you to follow a simple rule. And yeah, the blanket rule can be a pain in the arse, but if you let one person off, then everyone objects.
