The problem is a lack of funding because the money the government say is allocated to the NHS budget never arrives in the NHS coffers. BILLIONS and BILLIONS of pound vanish before ever reaching the NHS. Maybe it was never sent in the first place. Maybe it sits in holding accounts generating interest for the government. Maybe it sits in offshore bank accounts. Maybe it's just numbers on a spread sheet that doesn't actually exist.
