  1. Because placing a tarp over a partially entrapped body is precisely the same thing as removing hundreds of tons of concrete and steel that's still collapsing. So, how many lives do you want sacrificed to unbury the remains fully, while the concrete and steel collapse and bury more workers and when do you want to kill dozens more to recover the missing worker?

  4. So, the city should invade private property, without a warrant, endanger workers lives inside of an unstable and still collapsing structure?

  5.  @jenniferlawrence9473  as the city would need to remove a lot of rubble off of the body, damaging an already damaged structure, they'd need a warrant to cause that damage. It still is privately owned property. What should've been done on day one was to condemn the property, then procure a warrant and demolition permit. Instead, they tried to convince the developer to demolish the structure, delaying everything.
