At the same time, the local produce will eventually help creating more jobs for Americans. Weighing all chain reactions, the prices will go down because of competition. The cheaper prices are from the effect of the law of supply and demand.

Trump's plan is to woo them back by high tariff and offering tax cuts and incentives if they return to US soil. For those who plans to move out to Mexico or anywhere else, Trump vowed to tax their products 200% back to America. If use wisely, tariff is a good tool to manage the economy.
