  2. To be honest, in situations like this everyone is out to cover his own a**. With 2nd Guards Army arriving, any options Germans previously had, now rapidly diminished. Had anyone of three commanders (Hitler, Manstein or Paulus ) given order for breakout, he would be responsible for mass slaughter of starving troops in frigid steppes. Thus, they opted to prolong suffering, hoping that someone else would take the responsibility.
