@kilianklaiber6367 Rasputitsa lasted a bit longer that year. Almost feels like divine intervention, subtle but significant.

General Dušan Simović is now considered in Serbian historiography to be a British asset. Nevertheless, Serbian population was in general anti-Axis (anti-German), mostly from emotional reasons. They simply felt that German war of conquest was evil, and did not want to side with them. Croats on the other hand were more pragmatic. Austrians were their old masters, and they accepted German "New Order" as a means to get their quasi-independent state and free hand to kill Serbs. All of that did not much delay Barbarossa, although later Yugoslav partisans and chetniks did drain few of German infantry divisions (up to a dozen) that could have been used elsewhere.

@ThePtoleme There was no Croatian kingdom. In Austria-Hungary Croatia was simply province of the Hungary, with some very limited autonomy. So called Croatian nobility was Germanized and Hungarized (Magyarized) and some even barely spoke Croatian language.

@robrob9050 Actually, in the spring of 1941 rasputitsa lasted well into May. In the 1942, weather was much drier thus Fall Blau . In the 1943 both sides were reluctant to attack first, thus Zitadelle started only in July . In 1944 Soviets had initiative, as you said.

@robrob9050 Soviets did not have full initiative until Zitadelle passed in second half of 1943.
