  1. Mussolini had a problem of non-homogenous Italian population. Basically, even today, what is worth in Italy is in the north, and south is closer to Third World country (crime, corruption, even filth on the streets) . And yes, northern Italians are intermixed with Germans (Austrians) , while southern Italians are genetically closer to Arabs. Thus, Mussolini needed ideology that is more "spiritual" while avoiding direct cold racial ideology based on facts. Hitler on the other hand did not have to be so inclusive - there was only one large foreign group in Germany and these were Jews. Rest were various Slavic people that were already Germanized when he got to political scene.
