  1. There is so called Sumerian hypothesis, which states that some extra-terrestrial life enhanced certain part of humans, so they started creating civilizations, from ancient Sumer to this day. Thus, some humans are gifted in this way, other are not.

  2. Does blood, i.e. genes carry memories is so far unproven but it is not beyond the realm of possibility. Should be noted that there is inheritance outside genes (epigenetic inheritance) which is as yet unexplored area.
