  19. The drug traffickers have a deal with law enforcement along the gulf states. The cops know they will be coming through. They get pulled over. They give the cops a cut of the profits and the cops let them go with no charges. This has been going on for generations. This is the cops believing they are just taking a cut of their profits and believing this guy was the drug runner they were waiting on. Sometimes they get regular people and rob them. However there are no consequences for doing this to a legal citizen so it continues. Until reprimands are put in place and consequences are had this will continue to happen to law abiding citizens.
