  1. I think you're missing the big picture. This isn't incompetence... this is the plan. When there are no more stores, their people will demand government run stores. These stores will not allow shop lifting and will not have to pay the high taxes. Once established, they will be able to restrict access and control prices of products to punish those they dislike.
