We have global weather systems... if you force the atmosphere to drop precipitation in one area, it's essentially robbing it from the area it was going to fall in. And these 'alterations' can have chain reaction results or butterfly effects. If all of these countries start playing with this stuff, climate change is going to be a self-fulfilling prophecy.
