I would point out that there is a difference between personal belief and a nationally mandated religion (or anti religion). However, I don't believe the soviets were actually atheistic. They made 'man' (the idealized communist man) their 'god' and claimed to have what was essentially divine knowledge about how to progress humanity to the perfect society.
