Biden has misused the justice department, the tax department, the State department, all in attempts to remove a rival candidate - all failed, they only suceeded in the World seeing high corruption in the USA's institutions. So it almost looks as though Biden got to the Secret Service, to maybe be a bit slack and just let things happen - It all seems like planned negligence - just help it happen by doing nothing. Joe did seem pretty sad that it failed....
