  2. Wonder what Zelensky means by a "preemptive strike"?. Exactly what is he hoping to pre-empt or stop? I think it would be more of a “start” than a “stop”. Russia has multiple submarines around the world. Even in the best scenario it will have enough weapons to destroy Europe and the big urban centers in the US.
