It is quite literally impossible to make it 100% safe for women (and men, fun fact, men are the majority of victims of all violent crimes), society will never be 100% safe for as long as there's human beings which is why the law exists and why police exist to enforce it, sometimes they do a pretty shit job (and the occasional case such as this police officer who murdered a woman for no reason) but overall, their sheer presence alone keeps crime in check).
