  1. Great decision. If kids from rough neighborhoods are not making college level grades, the problem mainly lies in their middle &/or high school curriculums & possibly negative home lives. Regardless, passing ill-prepared students on to simply fill quotas does nobody any good - especially struggling students who still need help to make it in life.
