Putin might've been trolling Zelinski with his mineral offer to Trump in an attempt to push Zenlenski to accept Trump's deal. And why not ask? If Trump accepts, it's a good step toward an amicable mining partnership between the US & Russia. (Putins' offer might've also been a subtle "thank you" to Trump for pointedly mentioning the Russia, Russia, Russia hoax & sticking up for Putin. It's still all business for Putin, but he appears to be trying to meet Trump halfway in starting a friendly dialogue. The fact that his offer zings & scares Zelenski is just an added bonus.)
