  1. In 1990, I was a public defender in Lancaster. A ⚫️ Philly transplant was walking the streets homeless. I was court appointed to represent him when he threw a rock through the window of a passing car for no reason. He pleaded guilty. Judge released him on 30 days time served. A few weeks later, he punched a lady in the face inside the library as she pushed a baby stroller. This time, I got him committed to Norristown State Hospital. He spent a year there and a year in county prison. Hospital put him back on his meds. He was a changed man, humble, embarrassed, shy. Judge released him. The shelter gave him a job as a receptionist. I saw him working there once. Never saw him in prison again.
