I suspect that the "Clients" are hiding behind Epsteins original plea deal - which included no further investigation into his crimes - a de facto guarantee of Immunity from prosecution for those individuals - Maxwell tried to claim that immunity when she was arrested - I believe that those who should be prosecuted as "Clients" have that much power and influence that the powers that be simply do not want to bring charges against them....!
