  1. When the UK brought in the minimum wage, employers saw the obvious opportunity and seized it: why pay employees more when the law says you only need pay the minimum? Currently, 6.5% of employees are recorded as earning the national adult minimum wage of £12.21 per hour, but 12.9% of UK employees aged 21+ are still receiving less than that. Bonus fact: it’s possible for progression pay to be pennies less than a minimum wage increase, so employees get the latter and never get upgraded. It’s cynical but quite legal.
