Issuing body armour is logical but arming the guards could be problematic… Even with full body armour, a pre-planned, coordinated, multi-strike assault could lead to significant problems for individual guards. Add defensive weapons to that mix without a radical reform of prison policy and things could get truly nasty. Personally, I’d advocate the panopticon system.
