  2.  @jameshunter7181  technically, the reigning monarch can dissolve parliament. However, this hasn't been approved of since William IV caused one heck of a political mess in 1834/35. Charles I, of course, also dissolved parliament - three times, actually - because he wanted to reinstate the divine right of kingship and do away with all that Magna Carta stuff; he got his hair bobbed.
