So: Young girls whose breasts are starting to develop are having them removed? With parental approval? By order of doctors (because spurious reasons)? This would mean the girls end up flat-chested and, along with hormones to prevent the onset of menses, would create a 'she/male'. I think this is significantly a darker agenda than the immediately obvious. Or perhaps I'm being stupid and it's really all about the money some unethical people are making out of so many unnecessary procedures.
