  1. The first poster is correct: it’s all about Reducing the Surplus Population, that being the ones who want to get enough wages to find somewhere to live, wed and have children. The proposal was first mooted in 1798 and involved extra little treats for the poor such as no medical assistance, no provision for clean food and water, promoting wars, and pressurising young single people into celibacy. I’m sure you can extrapolate the modern equivalents.
