  1. Universities CANNOT issue visas; only a government body can! Unis issue a Confirmation of Acceptance for Study (CAS), a unique e-document. Potential overseas students can use this to apply, and pay for, a student visa. They must prove they have sufficient funds to pay for one year of their course and to support themselves (£1,136 pcm outside London; £1483 London)... but there is a frighteningly long list of exceptions q.v. GOV.UK Student Visa search. I briefly worked at a Uni and my job role touched on overseas applicatants.
