  2. He can't. The PM has to approach the Privy Council and request that the monarch dissolves parliament to permit an election before the end of a standard term. The monarch always grants this request. It's a polite fiction, and quite charming, really. How many times do I have to repeat this information? 39 likes so far for the original post - so I make that 40 people this time round who know burger all about the British constitution.
