  2. Environmental legacies for presidents are hard to evaluate. For example FDR protected 230 million acres of public land during his presidency. On the other hand he's responsible for all the nuclear test sites that have poisoned many areas (e.g the St. Louis West Lake Landfill Superfund Site and Runit Dome in the Marshall Islands).
