In short, it means the ultimate beneficial owner of assets must be declared and that taxation will be undertaken more appropriately. People like Rees-Mogg and Putin prefer to keep their wealth hidden behind a wall of holding companies. ATAD stops that. And that is why Brexit happened when it did.
