  1. There is an issue of generalization here. Like your friend Kenji(9:59), he and other Japanese people are lumping all tourists as troublemakers. The question many Japanese should ask is which tourists are causing problems and what problems are they causing. Both Oliva(12:34) and the American tourist(13:16) interviewed have a point. I would say that Japan has more laws which are followed rather than Japan having more laws than other countries. There is laws against littering in America, but some people will litter anyways when no one is looking. Additionally, you are correct that many tourist will break laws unintentionally because it is there first time in Japan(13:00). It is unrealistic to expect tourists to know every local law, state law, or the common practices of the area. That being said, certain crimes like vandalizing a shrine are inexcusable(12:03). Everyone knows vandalizing a religious place is not ok. I doubt the American arrested would have defaced a church back home(13:14). People like him should be asked to leave the country immediately and barred from coming back.
