They don't have spare intelligence, they don't even have enough intelligence to keep winning when they hold all the cards, all the power, all the goodwill; having the most supreme advantages any empire has ever had over its competitors, they lasted 75 years before they spaffed it all up the wall getting too excited about taking a 2nd dip in Russia's pockets.
