In christianity, procedure is to repent and confess , stop the behavior, and be forgiven, of things like simple "witchcraft". The bible speaks of those who used to be some sort of witch, who repented and came to christ. That would have been appropriate in allison's ( first Pendle witch) case, and to get the others in her group to also do likewise if they were engaging with evil spirits and enlisting thier services. This isn't done by torture and burning. it's done with prayer and counsel and invoking God's powers against evil spirits, as illustrated in the Gospels and NT. Where the power of Christ overwhelms the powers of evil spirits. But if they enlisted actual demons to kill or harm people wrongfully and admitted it voluntarily without torture, that's wrongful harm to others and would carry a legal penalty in those days.
Ironically, Britain was originally won to Christ by spiritual power of God, and many of the 1st christians there had been Druids and pagans practicing all sorts of witchy ungodly things. But some of those Druid priests became Christian priests, before the Roman Catholic church came there. And most converts voluntarily gave up thier evil pagan ways after learning the new Christain faith. Nobody made them at that time. But their profession's past was one of sorceries and witchcraft and pagan association with demons, in many cases. ( just the fact of human sacrifice can give you a hint ).
