  3.  @constanttraveler  that would be directly illegal . he is saying that because of certain circumstances, states etc can take defensive action in the absence of feds doing it as needed. So the tribes can too. Just like Texas is doing, and the court said they have that right. This leader is asking for help from feds to stand with the native tribe for defense against the cartel invasion. If they don't help, then they are remiss and they are negligent. So the state can step in under that condition, especially if the Tribe says they can help them.
