  1. don't offer people a BAD shelter that is not safe nor clean , nor does it have any place to keep one's belongings in daytime when they are required to leave all day. If you are only offering a BAD place to stay, it's not really a shelter. Give them several outdoor places that have utilities and separate tents . And offer CITIZENS an actual apartment even if it's a minimal cheap one. BUILD THEM .
