  2. 🤣🤣🤣 not in this case. it's how they use the ukraine leverage to get the border taken care of . you have NO idea what negotiation is. what's bad is when they have a 1000+ page bill with tons of different things in it . But ukraine and the border being two tradeoffs is a shrewd way for the Republican minority to force the dems into concessions on the border crisis.
